Register rig

A rig is one ASIC at a site you've already registered. Pick a site from the picker, set the rig's unique label (e.g. R-17) and the ASIC model, submit. The row joins the fleet list within ~15 seconds — latest stays null until a reading is POSTed to /api/telemetry, then the health badge lights up.

Unique upsert key. Re-submitting the same (label, site) updates the row in place.
